I've noticed this in all of the past versions of windowblinds on vista. When applying a skin with a transparent AND blurred taskbar, there's a weird reflection/lighter area behind the start button on the taskbar. This is especially noticeable when the taskbar is set to have more than two rows.
Notice the light bands on the left side of the taskbar:
