.bmp are fine for the usi. Oer Pixel you can use .png.
Did you check the text color? In SKS/Edit UIS2 Frames go to Caption. At the bottom click on Text settings. On the right you will see Active and Inactive text colors. Make sure the color isn't set to the same color as the top frame. You can change the color there. Make sure you click apply skin after done.
