The only place I actually know how to use it is on Trillian Pro, because I use the news plugin for it. I think I have seen PHP-type sites use those things though.

There are freeware RSS window apps you can use. Add the feed to the list and i'tll periodically check for updates and display the news for you. Click on a news item and it displays in the embedded web browser.

Here's one.

Here's another one that's a bit nicer, but requires you to have installed the .NET framework installed.
