Well, since WC didn't meet it's hoped for goal in the Subscription Drive SD will be altering the site. Frogboy posted on this subject.
Since WC will be changing (initially), Forums will remain pretty much the same for a while, with piecemeal repairs (from what I understood from Jafo's responses to other posts).
Others have advanced thoughts on changes to Forums, but not much has come of it. Your idea has merit, but I don't know how it would really change things. People pretty much post things where they wish, and there is no initial moderation of the posts to more appropriate sections. Unless a thread changes in nature and Jafo, or someone with the access changes the thread's location it stays where it was initially posted.
I proposed moderation of incoming new threads to assign them to proper areas. I believe that's what's needed, but I could be wrong. Threads initiated in one area by their author might have wider interest or be more appropriate in a different section.
As I said, perhaps the appeals for immediate help might indicate a need for a new section, but I can live with the current system as easily as I see folks getting needed help.
Perhaps all that's really needed is a longer or differently organized "Recent Forum Activity" list with categories in it.
