Probably not. There is a lot of grief involved in doing anything for the public. Look at my article on skinning in 2002 that just went up. I've gotten more flame mail on this along with plenty of negative reaction to it because I didn't include user X's pet favorite thing.
The GUI Olympics is a lot like that too. The people who aren't willing to do any work themselves on it are always the first to jump up and make those of us miserable.
If someone else is interested in running/promoting the thing and that would mean writing ASP/HTML doing news postings on it, moderating, setting up judges, etc. they are certainly free to volunteer.
