I dont recall creating a topic about this yet, hopefully i am right, cause i came across this already back in April. Yesterday, at last, it was released, alongside the demo for people to try it out.
To me, this is quite a neat idea, cause i always wanted to create my own RTS game, but sadly never was into coding/scripting, which is basically the essential thing, cant do shit without it. Especially in case of RTS games, i guess, if really tried hard, with help of various tutorials on utube, i would have been able to create my own 2Dish arcade shooter/platformer in a simplified coding app like Construct or GameMaker...RTS however, with all the AI related stuff, LOL, no chance in hell.
Using this creator i dont need to know thing about coding, which is a huge plus. Obviously the downside is, if the creator does not support some specific thing i want to do, there is simply no way to do it, at least until it supports scripting (which it will in the future apparently) - but since i cant script anyway, it does not really matter. At the moment it seems like you shall be able to create simple RTS game in a mould of original CnC - there are no worker units implemented, neither special abilities, neither research tree like Sins has (units and structures you can build depend only on other structures/units as prerequisites).,,
One may wonder, why bother with this, if you can mod some game - i see it as a matter of preference. Usually with modding the issue is, you have to adhere to may limitations in the design of the game, thus adjust your ideas to fit the game, not the other way around. Like for example in case of Sins you need to replace all the ship roles with units/assets of your own, cant really delete any of them, since it would break AI. If you try to create a game based on something, and there is limited amount of canon material and you strongly want to keep it as canon as it gets, having 3/4 of your unit line-up non-canon, so the AI wont break, is not exactly ideal solution.
The other thing, unless you replace completely every single original ingame asset with one of your own, you always get the feeling youre playing the original game. Since there is no such thing in case of RTS creator, there is no such issue either.
Bottom line, check it for yourself, if you wish.
