Block / allow applications should compare file names rather than full paths

Some application paths contain version numbers. When the application is upgraded, it may be installed in a new location. As a result, the block/allow application list may no longer work as expected.

 

D:\Program Files (x86)\YOUKU\9.2.63.1001\YOUKU.exe => D:\Program Files (x86)\YOUKU\9.2.64.1001\YOUKU.exe
