I understand entirely. What I am attempting to impart is that the only way Fences can put the icons on top of a window is if Microsoft had created the OS that way. Fences works at the level that Microsoft put their icons.
If you want Fences to have icons at a different level you actually will have to request the icon level change be implimented by Microsoft.
The Fences Devs cannot change the original Icon layer level, certainly not without dramatic change to the OS causing all sorts of click-through events making the Interface unworkable.
If you understand that Fences is working with Microsoft's OS icons you should also understand that Fences MUST be at that level, and can never be above the open Windows....
