I just loked and your comment does show up. There are a couple of other comments that refer to the skin showing up without a title. I've seen this from some of my own skins that I've been working on that have never been uploaded so I think it's a Skinstudio problem not a Wincustomize or download problem.
As to the site itself, they've been changing out the forums recently and that's probably caused a few problems here and there. Depending on the tme of day you access the site will have a lot to do with how fast everything moves. If your getting on at a peak usage time it's gonna be slow.
My suggestion given what's been going onwith site construction lately is you delete your cookies and clear your browser cache.
