Well the Local File size in steam is 2145 MB. Don't know how much it needs to download though.

If you log into steam and set it to save your account details, you can run steam in offline mode, and since Rebellion single player doesn't require internet, you can indeed run the game without being online.
As for uninstalling and reinstalling, have you considered investing in a flash drive or other forms of storage for your games?(Also you could skip the beta and just download the full game when it's done, unless you're really deadset on beta testing.)
Steam shouldn't need a internet connection to start a game once installed and activated.
If you're worried about steam occasionally updating and downloading stuff you can turn off a games auto updating and have steam in offline mode. Though a lot of people say that this doesn't work and have to block steam with a firewall.

Some games I've bought online have the option for you to pay extra to get a copy shipped to you. It's usually only a cheap burned disc with a install executable or something simple like that. I've rather fond of that solution myself and it wouldn't be expensive at all for Stardock.
I live in Canada, so I know how you feel. Mind you I live in the city. As far as I know I am downloading this game at school because Internet cost so much here. I feel you buddy. On the bright side, at least they know how to keep patch size down. I mean unlike iOS updates, which are like 150+mb for like 20 lines of code, patches are only 10mb max, because it mostly code. However, most of the space used is pretty much textures and models these days.
The download is only 1GB, I watched it as it downloaded. Was curious as to how large it is. When the game installs its 2GB mind you.
Delta updates are there now, as of 5.0. Also I'm pretty sure the Sins patches are deltas, or at least approximations of that.
