start11 3.0 Win10 start menu tile arranging very broken

This is driving me nuts... I use the Win10 start menu in Start11 3. I have apps arranged by what they do in groups [office apps, utilities, etc]. I added a new tile to an existing group and most of the tiles in the group moved, seemingly randomly. So I tried to reorganize them how i want them by dragging the tiles, and cannot get them to stay put. Every time i drag a tile where i want it, it either reverts to its original position or multiple tiles in the group move according to rules i cant figure out. Arranging tiles in v2 sucked, but it has gotten much much worse. 

infuriating...

suggestions? it's going to force me, unwillingly, to try to replicate my structure on the desktop using Fences [which has its own set of annoyances]
