You can create and pin Folder Menus to the taskbar. For example, create a new folder somewhere on your C: Drive, and then place shortcuts to the Apps, Files, or Folders you want to group together. Now Change this folder icon to something that will help you identify it once it is pinned to the taskbar. All that's left is to pin this folder as a Folder Menu to the taskbar. Repeat this process for each group you want to create.
