What software can I use to create good-looking icons for IconPackager?

I have searched the IconPackager section and most of the icon packs either look too shiny, or when I find a pack I like, it's missing several icons because it was made for Windows 7. I have Blender, which is 3D modelling software and GIMP, which is my photo editor, both free software. (I don't want to pay ridiculous Creative Cloud prices just to make descent textures.) I also have a Wacom drawing tablet. Can anyone give me advice on how to make icons? I have looked the fourms, and most of the threads end up linking to an already existing icon pack, or how to convert files to .ico format (which I can already do in GIMP.) Any help would be appreciated. 😁

Not really sure what you need to know. But for me, when I start out to make my first icons set back in 2005. I use what ever I can use to make it. I remember I use CorelDraw. Start with the biggest size. It used to be just 64x64 pixels. Now I see they make it bigger 256x256 pixels. Than you will need something like Stardock's IconDeveloper to convert it to smaller sizes. https://www.stardock.com/products/icondeveloper/. Hopefully, someone else can put in more helpful tips.

People have used a variety of software to make icons. It's really whatever graphics application you know and prefer to use.
