Then, to top it off, having Startdock support tell me to post here, knowing some troll was probably going to find something wrong with my efforts to get this to work? This is why people don't post to forums asking for help.
Trolling of client requests for help is not tolerated, and from what is evident here, you received help from us and experienced users.
I do hope this is evidence of why the forums are the best placed to help our clients - the many help the few and for all time, not just one and for only that moment as ticket are limited by.
As for your issues, and still with the understanding that OBD is not supported on Win10, it might also be fruitful to create a new Win10 admin (<-- important) and try installing under it:

Also, and just to test, disable any AV app you may have running.
